Postal 2 Mods. How does one apply them!?

I need to know how to apply mods on postal 2: Share The Pain.
I'm trying to apply the K&W2 mod.
It wants me to change the strings in postal2.ini
I've tried everything.
PLEASE HELP!!!:D:D
