Posting a mac os mail "Rule" doesn't ask "Apply?" anymore. (And it doesn't apply, either)

this was posted last year on the  community forum with no remedy,
but a rude reply to a el captain re-install suggestion.
i think  disabled this in Catalina, macworld ran an article on this last January with no help either.
