Power button doesn't turn off Windows

I have this power off key on my MacBook Pro and am running Windows 8. The "power off" button doesn't do anything; I'd use it to turn off Windows.

EDIT: actually, it enters into some kind of standby; Windows will remember all apps.
EDIT: if it works, then i guess I can definitely change it in control panel. Disregard this post, if so.
