Is it normal to have to press the power button more than once to turn the phone off. Or conversely to turn it back on? Does the press of a long duration do the job? Or can you simply touch it and expect results?

Go to Apples website and click on Support tab
There is a recall on a batch of iPhone 5 power buttons that they'll replace for free.
Just enter your serial # in and it'll tell you if you qualify for the free fix.
Took mine in to Apple store, got a loaner and 2-3 days later had mine back fixed
