I own this powerpc 7200/90 and it always has a loud sweaking sound that come every now and then. It seems like its the motherboard not the fan.

It runs on os 9 and is super slow and there is barely anything installed on it. The toolbar always seems to be hidden alongside the HD every now and then when i start it. How should this be fixed?

Also it doesn't seem to read dos/ibm floppies. Is there a way to fix this? (i'm scared it can't read mac floppies but i don't know)
 
It'd be slow because OS 9 is quite taxing for it... I'd stick with 8.6 or 7.5 (the original release of Mac OS that came with it), 7.5 being if you can handle the even more aged look but want much nicer performance.
