Power Mac G4 MDD making weird squealing noise?

It does this every time I turn the machine off or put it into sleep. The sound happens right when the machine powers off/enters sleep mode, like right when the power is cut.

Can someone tell me what this is? It's done this ever since I got the machine.

Sounds like a bad fan to me, and it isn't a very important fan, either.
