Power mac g4 won't start-up

I need some help. I have a powermac G4 667mhz with a 80 ibm hard drive
and it won't start up anymore, actually I get to the part where you see the apple logo and the little meter on the bottom center just continues to go in circles. I am running Osx 10.2.8. I already used Tech Tool Pro and it doesn't detects any problems.. Can anyone help.

What Apple system/hardware test disks do you have?
Any that came with your machine?

Can you successfully boot from any of those CDs?
Even if they're OS9 disks...

This is my second hard drive so i don't know if they will work
I was able to boot from the Tech Tool Pro CD
