Hello, I'm new to Macs, this is my first one, I recently bought one not to long ago, I love it, it's fast, but one problem, it lags a lot whenever I watch Youtube videos or anything that uses the flash player, my Power mac is running on Mac OS X Version 10.5.8. Processor 867 MHz PowerPC G4 2 MB L3 cache.
Memory 1.5 GB SDRAM. Startup Disk HD.
So can anyone help, or give me an advice on what to do?

PowerPC G4 there is your answer. G4's don't deal with flash and its only getting worse as G4s get older.

It's never going to be great I'm afraid.

I still use a G4 Powerbook occasionally, and my main Mac at work is a Dual G5. On both of these I have added ClickToFlash to Safari. It's a small plug in that lets you selectively play only the Flash objects that you want to play. It improves your general browsing experience significantly.

For when you do want to play video, you might also consider hunting around for an improved graphics card. This is on a British site but you could get similar in the US:
