I have my rMBP connected to a 27" Thunderbolt display at home. I'm using the rMBP in clamshell mode as a desktop replacement. The Magic Mouse and (wired) Apple keyboard are plugged into the thunderbolt display directly.

When I power off the rMBP I just use the menu bar command, but how do I turn the laptop back on without opening up the lid and using the power button?

You can't power on the system at will without pressing the power button.
You could schedule an automatic start up at a particular time every day by going to System Preferences > Energy Saver > Schedule

Why shut it down at all? Why not just use sleep mode? That way you can wake it with the mouse or keyboard.
 
How much is the energy consumption in sleep mode?

From here... .86 watts when in sleep mode (this is for the 15").

I use the TB Display with my Air, and just leave it on all the time and let it sleep. Nevr had a problem.
