Every time I put my Apple watch (Both series 0 and series 3) in Power Reserve mode, and hook it up to the charger, the watch reboots. This normal behavior?

Actually, yes that is the correct behavior. That's how your Watch exits Power Reserve Mode and return to Normal mode and charge.
