I guess they were beta testing Microsoft's iLoo or whatever that hoax was called with public toilets using MSN to connect to the internet in high tech toilets of the future.

Actually, it wasn't a hoax. The hoax thing came from MS's attempt to whitewash it - it didn't work, and they admitted it was real the day after.
The iLoo went down as one of the top 10 business blunders of 2003.

Its amazing what you can do with a little high voltage and some water

If it were in front of a mexican restaurant it may need the higher voltage to run a heavy duty pump to clear out the deposits made after a heavy burrito special.
