Powerbook 17" Help, Won't Turn On, Fans Only

Just got a PowerBook 17", and its AWESOME!! But every time I turn it on the fans come on full blast and there is a blank screen sometimes I get 3 beeps and then the sleep light flashes a lot. I've gotten a number of answers from the internet one being the ctrl + shift + power solution which didn't make a difference. I tried removing the RAM into a different slot. There is no HDD in this model which is also might be a problem.

I really want to get this old bird up and running again. It's such a shame for something (that's still!!) so cool go to waste. And help will be great!!!
