powerbook boots to apple logo and spinning circle then stops

My powerbook G4 boots starts with the apple logo the spinning circle then stops goes to a gray screen with 4 or 5 intermittent broken lines horizontally across the screen. Does anyone know of the issue that makes this happen on this Mac?

It is either a hard drive failure or a logic board failure. You can eliminate a hard drive failure as a possibility if you put your Mac in Target Disk Mode so that another Mac can read its HDD.
This is likely a logic board failure as normally a question mark appears when the hard drive can't be booted off.
