My Jan. '05 powerbook doesn't go to sleep when I leave the screen open, despite the energy settings for both battery and power adapter.
I remember AppleCare (for a separate issue) once had me start the computer in an "alterted state" via a keystroke at startup. I think they said it reset power settings.
Does anyone know of such a fix? Is it a good place to start?

What OS are you using? 10.3 by any chance?

If so, try leaving the little padlock unlocked in the corner of the energy saver panel... sounds weird but it works.
 
The padlock has been open. I'll try locking it.
I'm running 10.3.9, and periodically repair disk permissions, so that's not fixing it--the problem's been around for awhile.
