Powerbook G4 Aluminum Won't Run off Battery

I have a Powerbook G4 Aluminum 1.5 Ghz 15" with a new battery, but it wont run off it. Ive tried resetting PRAM, NVRAM and the PMU. It works fine off of the dc charger though. Assuming its a hardware failure, what needs to be fixed. Thanks
