PowerBook g4 High Frequency whiney cpu

My PB's cpu is wining louder than usual and it gets better when unplugged. I just got a new power supply would this be causing this? It seems to go away if the CPU usage is lowered. It is so bad I can hear it over full blast fans.

high CPU will make it do this. anything over 50% (which a flash ad is certainly capable of)
