my friend has a powerbook g4 1.5ghz and the screen will be off intermittently
even holding option for boot select and t for target disk mode can show a blank screen im thinking that means it must be hardware related not software
so what are my options for this out of warranty machine

Well if the screen operates intermittently that would indicate to me a loose or frayed cable. You can check this out for yourself or your friend can check but keep in mind you will have to disassemble the Powerbook which is a lot of work. Look for a guide on iFixit.com.

Alternatively you could bring it into an Apple Authorized Service center or Apple Store for a diagnostic at least the get the parts and repair it yourself.

If it works all the time with an external display but intermittently with the built in I would definitely lean heavily towards a loose connection.
