Will we be able to Preorder the new iPhone outright? I want to keep my unlimited data with Verizon.

Depends on which one you want. Latest rumor I heard is that the 4.7" will be pre-orderable starting Thursday night, but the 5.5" will only be for sale at the stores on 9/19.
This was accurate last year (sadly), but it's cool because I'm leaning towarads trying the 4.7 first unless there is a compelling difference (besides size) anyway.
If not, better buy another place in line =(

The past releases have not allowed you to pre-order or buy without a contract renewal until supply was caught up.
One year I did an online buy with in store pickup feigning a contract renewal and they would not allow me to buy the phone outright. Another year they did. Depends on the store.

You do know it will be announced today? And more FINAL details will come from carriers shortly after that.
