You think it would be okay to pre order on the public beta?

Not sure what you mean, like will the pre-order work? Can't see why not as long as the Apple Store app is working. The phone will ship with iOS 16.0 RC installed on it

Yes that’s what I mean, will it work to pre order and pre select iPhone if I am on the Apple store on the iOS 16 beta build.
 
Software build has nothing to do with hardware purchase. The only concern would be restoring your backup to the new device.
What if one deletes the profile, and then it would not be an issue to restore from a backup.

The profile doesn't affect the backup restore either.
The rule is:
  • You can restore backup from older version to a newer version. Like backup from iOS 15.6.1 to new device running iOS 16.
  • You can't restore backup from newer version to an older version. Like backup of device running iOS 16 RC can't be restored to device running iOS 15.6.1.
So always create and archive a backup before installing betas.

I understand that... I thought the question was if someone downloads the RC and then gets a new iphone 14(which I assuming will be running ios16), can they restore from a backup.

That’s what I was trying to clear up. 14s most likely have the RC already on them or if they have a previous version you’d be prompted to update during the setup process.
In the end it all comes down to the 14s having a version equal to or newer to the backup. If it has an older version it’d not allow you to move forward with the restore so you have your answer.
