Pre-Order/Purchasing iPhone 4S Question

I plan on getting the iPhone 4S right on October 14 (I am due for an upgrade and my current phone is old/barely operational) and I had a few questions on how I can buy.

Can I pre-order online? Will I be able to pick up my pre-order at any AT&T store/can I specify which store I'd like to pick it up at? Should I purchase through the Apple store or AT&T store?

Does anyone know how it works with AT&T if you have a line that has a discount on it (fan account I believe they are called?) I work for the state so we get a 15% discount. Will I be able to order through apple.com or do I have to do it from ATTs website?
