Does your account get charged the full $199 as soon as you pre order or does it get charged once it is shipped?
 
Remember you get taxed at some point for full price of the phone. I believe the tax thru ATT it is billed not sure about Apple.
 
Does any1 know for a fact, when the cost is taken out of your account? When shipped, when preordered. If it goes on your monthly bill or right to your credit card?

When i preordered the apple tv 3 it took a few days for apple to charge me

Your card will be immediately charged. As far as I know this is the only way to pre-order the phone, you can't "charge" it on your bill. You must pay for the phone in full. Including taxes, and any fees associated with the purchase.
 
What those saying above isn't necessarily always the case. I preordered the iPhone 4S through Verizon last year on October 7th. It took them until the 11th to charge my account, the 13th the charge went from "Pending" to "Complete" and the 14th I received the phone. I believe some carriers only charge when they ship the phone, not necessarily when you place the order.

*EDIT* I used a Mastercard Business Debit.
