Pre-Order through Apple.com at Full Price?

Will it give those of us who are not eligible for an upgrade the option to pay $749 for the 32GB? Or will we have to wait after pre-orders?

Talked to an Apple rep today, unlocked iPhone will not be available for pre-order.

The iPhone 4S came out unlocked about a month after the locked version, though it was available for pre-order. We'll just have to see.

Yes, you can. There is a big difference between unlocked and buying full price.
