I had read a few posts on this site saying that you can pre-order the phone, and then when you get it at the store, you can tell them that you'll activate it at home. Would that result in a waived Activation Fee?

No, because the fee is charged to your phone bill.
 
If they activate it at the Apple Store, can they transfer contacts from my blackjack 2, or will I have to go to AT&T for that?
 
WTF? But they're not doing the Activation... Ah, well. Hopefully I'll get a gay employee, and talk him up a bit. ;)

It isn't about the employee at the store. The charge is for transferring phones on the network. That way you pay the fee no matter where or how you activate it.
