Preferences not working?

Hey,

I have a black 2007 Macbook and it's been a reliable computer for the three years I have had it.

Recently, the international and energy saving preferences simply do not work.

When I try to open one of them, I get the response "Cannot open international services pane" or the same for the energy saving preference.

Any ideas???
