You'll get an initial hold then it releases about 4 days later then your billed when it's processed and shipped.

Are you talking about credit card? Apple may place a temporary hold on the amount, but they won't ship it until they can actually charge you that amount.

Well I will either preorder with my debit card with mc logo or PayPal. Just wondering if I can still use my money until it ships

Yes, kinda. A hold is not a charge so it will only appear as "pending," however the amount may be deducted from your credit limit if you have one until the hold expires.

You should be able to reserve it for in store pick up, in which case you don't have to pay until you pick it up.
