I'm working with a .GIF that's basically a border done in web-safe #3399CC.

In my test environment, the color shows up at #6699CC in both Safari and Firefox.

The design in Photoshop is correct. The exported GIF is correct.

Any idea of what's gone wrong? Why one web-safe color would be substituted for another?
 
I'd be interested in knowing if the ICC color profile being set properly resolved this issue. When the color changes that dramatically, it could also be as simple as making sure in Adobe PS save for web screen that the "colors" option is set to "auto" and not too low. I also recommend no dither, lossy=0, matte=none, web snap=100%. FYI.
