Aperture opens every time I plug my iPhone into my Mac. I do not have the iPhone set to sync with Aperture yet it opens anyway. Aperture thinks I want to import images from the iPhone into the Aperture library.

Is there any way to stop this behavior? The last thing I want to do is manage my iPhone images via Aperture.

Ya, go to preferences and set it to not automatically open when a device is connected.

Or change which program is opened. It also should only open when there are photos in the camera roll on the iPhone. Image Capture, iPhoto, and Kodak EasyShare only open when the iPhone is connected, and you can change the preference for one of those to open instead of Aperture.
