Prevent Safari from opening new window?

There has got to be a way to do this. I Googled it and all I got was a line of code for Terminal. Tried that, and it didn't work.

I don't want to use Firefox - it's too bloated.

Preferences, Tabs,
"Open Pages in tabs instead of windows "ALWAYS"

This should do it, however you always have the option to open in new Windows when you right-click a link/bookmark to open in new window.
