Unfortunately Outlook doesn't have a Share Sheet extension that you can add on macOS (which annoys me too as I use Outlook all day for Work).
I had an inkling that changing the default email program in Mail's preferences (pic attached) might change what app Mail entry uses in the Share menu, but on my M1 MacBook running Big Sur it simply removes the "Mail" option from the Share Menu.
However, I haven't tried this on my other machine running Monterey, so if you're running macOS 12 that might be something worth trying.
Besides that:
there maybe something you could do with either Shortcuts or Automator to create your own "Share with Outlook" action, but I haven't tried that myself yet.
If you have Outlook in your Dock, I believe you can drag and drop a file proxy (the little file icon that appears in the toolbar when you hover over (or hold shift and hover over) the title of a document) onto the Outlook icon and it will start a new email with the aforementioned file as an attachment.
Hope one of those can help, this is definitely something that's bothered me in the past!

Thanks for your input @SoupyTwist Unfortunately same happens in 12.01 when outlook is set to default mail client. Mail app is removed from share option. To be honest I installed Adobe Reader which has share option too, it lets you share to outlook once it is set as a default email app. I will look into Alfred to automate it further Thanks!

That deals with Finder items. To do what the OP wants (sharing the front-most document currently open in Preview) scripting would have to be done to open that document with Outlook. Fortunately, opening a document with Outlook actually adds it as an attachment in a new email message window automatically…so I think a simple script could be written.
EDIT: The script could probably be applied to the front-most document of whatever app is open and it wouldn't have to be written as a Preview-thing-only.
