When I click on the Preview.app it bounces a couple times but never opens. Tried repairs permissions, no luck. What's the next step? Thanks.
 
Go into your user folder, then Library, then Preferences. Look for something like "com.apple.Preview.plist" and delete it. Then see if you can launch Preview.

Corrupted preference list files are often the reason for inexplicable "refusal to launch" problems.
 
Do you mean that you can't actually use Preview to view PDFs and stuff, or that whenever you click on the icon it doesn't open anything.
 
It does neither.

It doesn't open PDF's etc. nor does it open on its own.
