Preview cannot save modified PDF file - creates copy

I have saved some Excel tables as a PDF, when I modify the PDF with Preview (V 9.0), a message box says it cannot save the modified file and it asks me to save it as a copy.

It is strange as there is no security setting in the pdf file. Also, I don't get any messages with adobe acrobat pro (V 10) when saving the modified file. I am running Sierra. What is going on with Preview?
