Guys - I'm on Sequoia and in Preview for a joeg image , I want to add a transparent red border circle to highlight something. This post alludes to a + button but I can't find it

A quick demo:

When you select the “Clear” fill, you can only grab the shape by the border. Therefore, for easier positioning, it’s often best practice to insert a shape with a (solid) fill color, then change to clear/transparent after it’s in place.
