preview image rotate (cmd+R or L) has mind of it's own

All updates present. 10.5.6. I used to be able to rotate images using CMD+L or CMD+R, and they would stay put. Now, (using preview) the images will rotate strangely... example: I do the command once to rotate right 90 degrees. I return to the picture later and it's a whole 180 degrees or upside-down. No, I am not hitting the buttons twice, nor am I going nuts. This is an actual issue. Anyone else experiencing this?

Bump... Has anyone experienced this?
