Say I copy/paste a picture on top of another picture. Whenever I go to resize the image, the image flips either horizontally or vertically. All I'm doing is simply shrinking or expanding the image using the dots in the corners of the image, but then the image randomly flips upside down or reverses itself for no reason. Preview on my previous Macbook did not do this. I have a 2015 refurbished Macbook Pro operating on High Sierra.
 
works fine here.

trackpad? check system preferences>trackpad>scroll & zoom>rotate (with two fingers). try turning that off (if it's on).
or try creating a test admin account (in sys prefs>users & groups), see if it happens there (this will, at least, tell you if it's your user account or an overall issue)....
