Preview stops allowing the highlighting of text

Hello

For a while I can highlight text and mark, etc but after I save the PDF it sometimes no longer allows me to highlight any text, even text I have already highlighted.
I have rebooted, closed Preview etc and the PDF no longer lets me highlight any text. I cannot even Copy/Cut... The PDF in question works when I first download it from the Web but once I update some highlights with a Save it no longer allows text highlighting for copying, or marking. Ideas???

Can't copy and paste from Preview to Pages

I can highlight in Preview, but when I copy and paste, the whole page is copied and not just the rectangle area I wanted.

I was thinking of just downloading Adobe Reader

If you find out more, I would be grateful to know what solution you come up with.
