I open a jpeg in preview and rotate the picture. But when I reopen the picture it has reversed back to it's original orientation. How do I save the rotated view?

Here is an Apple article on it. You'll need to use another app such as Graphic Converter or one of any number of other image manipulation apps, many of which are available through the link in that support article.
