Print Save PDF Adds Extra Margins

I've got 4.25 x 5.5" docs that I want to print 4 to a page. I set all margins to 0" and it looks right in print preview, but when I export to PDF, there's extra margins aded all over the place (about 1" on the edges, and 1/2" between the docs).

I'm using the latest versions of Pages, Preview, and Snow Leopard.
