Printer Setup Utility _Cannot add printer on Mac OS 10.3

Hi all,
I got a problem on Mac OS 10.3: cups driver usb port "Driver not installed" .

I am working on a cups driver for Mac OS X.
I try to add printer by "Printer Setup Utility".
But with usb cable plugged, there is "Driver not installed" on "USB" interface of "Printer Setup Utility" software, and "Add" Button is grayed out, so I cannot add a printer successfully by "Printer Setup Utility".

Is anyway to fix this problem?
