Why does it seem like I can't send someone a Private Message (PM) when they're offline. Is that on purpose?

I believe the issue is the fact that PMs are disabled by default for all new members with less than 5 posts. I am not sure if this affects the ability for them to recieve messages.
I'll try and find out.
Edit: It is indeed the case that it is not possible to send PMs to members with less than 5 posts. This is a direct result of changes made recently to avoid the PM system being abused by spambots/spammers.
I have no idea of what MR looks like from a moderator's perspective, but I would assume that they do, figuring a PM is sent to the user when they receive an infraction. When I received an infraction, a PM was immediately sent to my inbox from the mod that gave me the infraction point with what appeared to be a generic post that is sent to all people that receive an infraction of that sort. So I am tempted to say that a mod can, but I am not entirely sure.Thank you very much xUKHCx! That helped me a lot. I guess I'll just wait until he posts 4 more times.
