iCloud Private Relay & criminal activity?

Occasionally, I come across a site that doesn't play nice with Private Relay. Sometimes the site tells you flat out to disable private relay. I just got the message:

As the iCloud Private Relay can be used for underhand and/or criminal activity, we do not permit its use here.
Please disable it, turn it off or use a different browser, and try again.

What criminal activity can be done using PR? Asking for a friend

It masks your IP to a certain extent. Regardless, any website that would tell me that I would instantly not use.

I’ve had trouble using the Adidas site with Private Relay enabled.
I quit using the Adidas site.
