I just got off the phone with Sprint tech support (internet speed issues) and they told me I have to go to the store and get the PRL updated. Can they do a PRL update if they phone is JB? After the lady told me that her system was reading the new PRL on my phone the speed went up from 200 to 1600 but after I restarted the phone it went back to 100-200 and was reading the old PRL.

Any way I can pull this without losing jailbreak?

Do you know which PRL you are trying to push to your phone?

To get the latest available from Sprint you just dial ##873283# from the dialer... this works also on a jailbroken phone.

You can also apply a specific PRL, if you have the file for it. The instructions for this are more complex, but doable if you have a jailbroken phone. I personally applied PRL 12117 which seems to give me the best speed while roaming while still keeping an official Sprint PRL.

My phone right now have 51086, tech was trying to push PRL 52 something.
 
Settings -> General - > About -> Tap the line starting with "Carrier" until you see the PRL
 
You don't need to update to 5.1 just to get a PRL update, Sprint is making excuses... Can't you find out exactly which PRL Sprint is trying to push on your phone? Most of the PRL files can be found online on various forums anyway, and you can just apply them manually on your jailbroken phone (can post the instructions later if you need them).

so how do I update to 12.1?

a normal PRL update didn't do it
