Pro - Frequently visited sites in Safari blank

I have used an iPad Pro for eleven days now.

This entire time safari on the pro does not show my frequently visited sites which is a feature rich l like.

In the safari settings, I have frequently visited sites turned on, yet they still never appear. Any ideas?
