Proactive suggestion question

For the guys who are getting proactive suggestions eg ETA to home, suggestion of music to play when headphones inserted, GM message etc, what setting in Privacy-> system service have you turned on?

Is it only in USA at the moment or is anyone able to get it outside of states? I am using ios 9 since beta 1 and now GM but not able to get any suggestions at all, search Proactive part is fine.
