its a limitation of CDMA phones, they cant send data while on a phone call unless they are on wifi. GSM phones have the ability to do this however.

n 2011 verizon released a SVDO phone which allowed voice/data ofer 3G. i think the technology may have caught up but not many phone makers are following suite. i think the SVDO phones are very power hungry and most companies dont think its worth sacrificing battery life over it. and no, its not just US carriers.
