Problem Deleting pdf files

I have two files pdf files that were downloaded improperly and now I cannot delete them. One file is a .pdf and the the other .pdf.part. I've tried going to info and make sure that they aren't locked, but info for the file won't open. I've also tried dragging and dropping into the trash and all I get is the message "The item “SHS_Patient Information Form.pdf” can’t be moved to the Trash because it can’t be deleted." I finally also tried to just drag the file into the finder to get it off the desktop, but the file won't move. HELP!

Thanks for the help, but the files won't drop into the terminal (the icon will ghost around but no green plus sign indicating that I can add the file to the given location).
