Problem downloading files from Web Browser

This morning I turned on my computer and found a strange issue.
I can not save files anywhere except /Users/<ME>/Downloads

I can tell my browser to save the file to another location, but it fails. I just see the *.part file in /Downloads. But it never gets moved/renamed to the location I specified. It also doesn't show up in my browser's list of downloads.

This is not a new Mac.
I did not update any software.
I am running 10.8 on a 2011 Mac Mini.
It happens in Firefox and Safari.

Any ideas?

Resolved: some how the permissions had changed on the folders I was trying to use. Disk Utility -> Repair Permission did not work. I just used terminal.

Now I just need to figure out how my folder permissions changed...
