So I'm erase/restoring my iPhone 3GS to 3.1.2. It currently has 3.1.2, so I'm just erase, not up or downgrading. So it starts working, says "Verifying restore with Apple" then this error message:

Do you think I downloaded the wrong firmware? I have iPhone2,1 7D11 3.1.2.ipsw

Thanks

If you don't have your 3.1.2 hashes saved, you can't restore a 3GS to 3.1.2.

If you have them stored, then you need to follow Saurik's method. but good luck right now as his server's are getting slammed.
