Problem with Apple apps

Hi everyone, I'm have a problem with Apples apps on all my iOS devices, when I open mail, safari, notes they open at the bottom and I have to scroll back to the top, except mail. It opens about 3/4 the way down my inbox. I have been searching on the web for about a week for any insight to this problem with no luck. I even did a factory restore on my iphone and then connected to my computer and restored it from the back up with no luck. I think it could be the latest update.

Have you tried without restoring from a backup, just as new essentially to at least see of you still experience the same issues?
