Problem with creating Chrome shortcut to put in dock

I have this problem with one specific Mac user account. With other accounts I can open Chrome, click on the 3 dots, select more tools/create shortcut (with "open as window" ticked) and it creates an app in the ~Applications/Chrome Apps folder. I can then drag that app to the dock. However it doesn't work for just one user account (mine). This is true on two different Macs. What is going on here ?

Which part does not work? clicking on the 3 dots? Creating the app in the folder? Dragging the app to the dock? or, all that happens, but the app won't open from the dock icon?
