Problem with Filters on Photoshop CS3

Hi there,

I have a problem applying filters to images in CS3. Even though the layer is a standard raster layer a random selection of the filters are disabled in the menu system. Has anyone experienced this before or am I just not using the program correctly?

I have attached an image to explain...
